Through the end of 2020, Hudson Valley Pattern for Progress (Pattern) will be developing a Strategic Plan for the Village of Ellenville. The goal of a Strategic Plan is to take stock of current conditions and provide a methodical strategy for the future. The Strategic Plan for Ellenville will provide a series of goals and recommendations for the revitalization of the Village.
This project is funded by a Strategic Planning and Feasibility grant from New York State, which Pattern secured through the New York State Consolidated Funding Application (CFA) process. This grant was awarded prior to the outbreak of the COVID-19 pandemic in New York. Pattern fully acknowledges that the economic landscape has drastically changed as a result. This strategic planning process offers an opportunity to come up with creative solutions and position Ellenville to address the realities of the “new normal.”
Although Ellenville has experienced economic hardship in recent years, Pattern believes that the Village is well positioned to take a positive leap forward. With an emerging restaurant and entertainment scene, as well as favorable proximity to many outdoor recreational activities, there is a lot to be excited about. Pattern’s goal is to create a plan to guide and build on this existing momentum to promote revitalization that benefits all village residents.
Participate in the Strategic Planning Process
The COVID-19 pandemic has limited Pattern’s ability to safely conduct community outreach for this project. Instead of in-person meetings, Pattern is soliciting virtual submission of comments and feedback from the general public. The more public input received, the more this strategic plan will reflect the desires of the Ellenville community. Who is Hudson Valley Pattern for Progress?
Hudson Valley Pattern for Progress (Pattern) is a not-for-profit policy, planning, advocacy and research organization based in Newburgh. Since 1965, Pattern’s mission has been to improve quality of life and promote sustainable economic growth and vitality in the Hudson Valley.
What is Pattern doing in Ellenville?

Is a Strategic Plan the same as a Comprehensive Plan?
No. While a comprehensive plan and a strategic plan may cover some of the same topic areas, they are different. In New York State, local zoning and land use regulations are legally required to be consistent with comprehensive plans, which are formally adopted by municipal governments. Strategic plans, on the other hand, have no legal bearing on zoning or land use regulation. The Strategic plan for Ellenville will contain strategies and recommendations that the Village is under no obligation to implement. Ellenville’s current Comprehensive Plan can be found here.
Is the Village of Ellenville paying for this project?
No. This project is funded by a Strategic Planning and Feasibility grant from New York State. Pattern secured this grant through the New York State Consolidated Funding Application (CFA) process. The County of Ulster and the village government are aware of the study and are supportive.
