Ulster County has extremely low population density in the western parts of the county where the landscape is dominated by the Catskill Mountains and undevelopable forestlands. Population density generally increases moving from west to east with the highest population density occurring in the City of Kingston, the only city in the county. Other population clusters include the Villages of New Paltz, Ellenville, and Saugerties, as well as the Hamlet of Highland.
